Filiberto “Phil” Arroyo was appointed Chief of the Clark County School District Police Department in February 2008 after having served as the agency’s Administrative Captain for two and a half years. Chief Arroyo is a twenty-five year veteran of law enforcement and security operations with comprehensive experience in school-based policing, criminal investigations, and crime prevention and suppression.
Chief Arroyo began his career in law enforcement in 1983 at the City of Miami Police Department in South Florida. In 1995 he joined the Security Operations Division of the Wackenhut Corporation, at the time the largest security services company in the world, where he was appointed Captain and Project Manager of the West Palm Beach Assessment Center in West Palm Beach, Florida. Chief Arroyo’s interaction with troubled teens during his tenure at the Assessment Center led to his decision to join the Palm Beach County School District Police Department, in 2000, where he took a proactive stance on juvenile gang violence within inner-city schools.
Throughout the course of his career, Chief Arroyo earned numerous letters of commendations and meritorious service awards, including: both the Commendation of Excellence Award and the Dedication to Service Award, presented to him by the Mayor and Board of Commissioners of the City of Miami; 2002 School Resource Officer of the Year award, presented by the Palm Beach County School District Police Department; and 2002 Juvenile Crime Prevention Award, presented by the Crime Prevention Officers’ Association of West Palm Beach, Florida. Furthermore, he earned the prestigious honor of receiving the 2002 Palm Beach County Law Enforcement Officer of the Year Nomination, presented by the Palm Beach Post Newspaper for exemplary Crime Prevention in Palm Beach County, Florida.
Chief Arroyo is a graduate of the Southeast Florida Institute of Criminal Justice, Miami, Florida. Additional educational achievements include a Bachelors of Science degree in Organizational Management from Palm Beach Atlantic University, West Palm Beach, Florida, and a Masters of Science degree in Security and Emergency Management from Bellevue University, Bellevue, Nebraska. Chief Arroyo is also a graduate of the Northwestern University Center for Public Safety Executive Management Program, in addition to having attained an extensive array of basic, intermediate, and advanced, and managerial certificates in law enforcement.
Chief Arroyo has been affiliated with the following professional and civic organizations: International Association of Chiefs of Police; Florida Association of School Resource Officers; Fraternal Order of Police; Police Benevolent Association; ASPIRA Youth Leadership Development & Education Initiatives; and the Boy Scouts of America (Eagle Scout & Adult Leader).
Chief Arroyo continuously demonstrates his abilities through his unique leadership approach, inspiring others to work together towards unified goals, and consistently endorsing communication and cooperation as a way to promote crime prevention throughout our schools and our many communities.
